To: Mayor Daniel Lurie and the San Francisco Board of Supervisors

We are writing to ask you to progressively address the looming Muni fiscal cliff. The fiscal cliff has been known for years, and yet, just 18 months before it hits, we still lack a real, permanent plan to avert the projected shortfall of ​$322 million. This inaction is simply unacceptable.

Public transit isn’t just a convenience. It’s the backbone of San Francisco’s economy and everyday life. Muni is essential for residents to get to work, school, parks, entertainment, family, and friends. May 2025 saw 14.4 million boardings - equivalent to every person in San Francisco riding 18 times in one month.

Muni is also vital to our climate goals. Cars and trucks account for around 30% of SF’s total emissions, while Muni, by contrast, contributes less than 0.01% to total emissions, with its electric vehicles powered by clean hydroelectricity. Without robust transit, we cannot meet our set climate targets: 80% of trips to be low‑carbon by 2030 and net-zero emissions by 2040.

To continue funding the lifeline of our city, we need progressive revenue sources that distribute the burden equitably. Sales taxes and flat-rate parcel taxes are regressive user fees - they take a bigger share of income from low-income residents than from the wealthy. Asking to keep the system afloat on the backs of people who are already struggling is both unjust and unsustainable. We need progressive revenue solutions that ask more from those with greater means.

Please commit to advancing a fair, progressive revenue package for Muni in time for the November 2026 election. Everyone benefits from a well-funded Muni system because fewer cars on the road means cleaner air, less traffic, and a more vibrant local economy. A reliable affordable transit system uplifts the whole city, not just those who ride it.
